To'oTo'o returns to the linebacker group
To'oTo'o has been recovering from a shoulder injury suffered in Houston's season-opening loss to Buffalo. Jake Hansen stepped into the first-team defense during his absence, Aaron Wilson reported for SportsTalk 790.
Coach DeMeco Ryans said Friday that To'oTo'o had a good week of practice and that the Texans expected to have him available Sunday. Saturday's activation completes the roster move needed for that return. The team has not announced a snap count.
To'oTo'o recorded 95 tackles, nine tackles for loss and 2.5 sacks last season, according to Wilson. His return puts another experienced linebacker alongside Azeez Al-Shaair, who finished this week without a game designation after dealing with a groin injury.
Houston's Friday injury report listed both To'oTo'o and Ingram as questionable. Each was limited Wednesday before practicing fully Thursday and Friday. Activation makes them eligible to play; the Saturday transaction announcement did not separately remove those designations.
Help arrives while other starters remain out
Ingram's return from an elbow injury comes with safety Jalen Pitre already ruled out because of a shoulder injury. Ryans said rookie Kamari Ramsey had stepped into Pitre's nickel role and had also played safety, Wilson reported. Ingram gives Houston another available safety without settling how the coaches will divide the work.
The Texans will also be without running back David Montgomery, who has a groin injury, and receiver Tank Dell, who remains sidelined with a knee injury. Neither traveled with the team.
Jordan's elevation adds a back behind Woody Marks and Dare Ogunbowale while Montgomery is unavailable. Hall supplies another cornerback option after appearing for Houston against Tennessee last week.
Kickoff against Jacksonville is scheduled for 9:30 a.m. Eastern on Sunday at Wembley. The Texans' final inactive list will determine which of their returning players dress for the game.
