The USGA asked why some penalty areas have red stakes and others have yellow stakes, and posted a teaching clip. It is not a Rules change. The caption does not restate drop options or relief points. Yellow stakes still are not a free drop. If you drop sideways off a yellow stake because that is how you play it, you are not following the Rules.
