Aaron Wilson posted the same set of moves, and RotoWire logged the activation Saturday morning. Cleveland made two other roster moves at the same time. Guard Teven Jenkins (back) went to injured reserve, and defensive tackle Sam Kamara was elevated from the practice squad. Safety Grant Delpit cleared the concussion protocol.
This closes the loop on a return that started Oct. 14, when the Browns designated Sampson for return and opened his 21-day practice window. Todd Monken said then that there was a chance Sampson could face Baltimore in Week 6. That did not happen. Activation is the step that counts: Sampson is back on the 53-man roster and in line for a game day role.
What is confirmed: Sampson is off IR, he is expected to play Sunday, and Jenkins is on IR. What is not settled: how many snaps Sampson gets, whether he works as a change-of-pace back or takes a bigger share, and how the backfield splits with Quinshon Judkins in his first game back.
The Jenkins move matters for the run game too. Losing a starting guard right as a back returns can drag on rushing efficiency, so Sampson's first week back may look modest even with decent touches.
For RSO owners, this is a real roster decision in leagues that let you hold players on IR. If Sampson sat in an IR slot, he needs an active roster spot now, and that may mean cutting depth before lineups lock. If he is a free agent in your league, he is worth a claim or a cheap bid as a backup with standalone upside, especially for teams thin at running back. Hold off on starting him over a proven option until you see how Cleveland uses him.
